    • Order of the Supreme Leader and the Appointment of Legal and Natural Members in the Second Period

      The emergence of cyberspace in the recent decades has been one of the greatest symbols for global transition. An event
      that its significant effects in the national and international arena ,is being revealed more and more in the cultural, social,
      economic, political, security and defensive dimensions.

      It’s been for over 3 years that the Supreme Council for Cyberspace has been formed: the council that along with the National Center for Cyberspace has been recognized as the focal point for intelligent and powerful encounter with the fast transitions of this arena, for using opportunities and capacities, and also confronting with harms and threats of that. The main task of this organization is policy-making, macro-management, planning and also required and well placed decision-makings; as well as, efficient and updated supervision and monitoring in this arena. Thus, considering the fast and complicated transitions in this arena, on one side, and the country’s essential and emphasized need on the other side, the organization is required to prepare itself for undertaking a heavy task in a period of 4 years. Aside from emphasizing the contents of the primary order of the Council formation and its attachment, it would seem essential that the following points be seriously considered by the head and the members of the Supreme Council for Cyberspace.

      1- Dissolution of the foretime approved Supreme Councils that work in parallel with this Council, so that the position of the Supreme Council stabilizes, which is ultra-power, position-centered and focal; and also transferring the tasks of those Councils to the Supreme Council for Cyberspace.
      2- Establishment of the position of the National Center for Cyberspace as an arm for the Supreme Council for Cyberspace in terms of realizing the decisions of that Council with the following tasks: monitoring the current status of the cyberspace and for-sighting the transitions in this space at the national and international levels, making coordination between ministries, organizations, and the relevant institutions in the scientific, technical, economic, commercial, legal, police, security and defensive aspects related to cyberspace; and continuous supervision over the functionality of organizations and the relevant sections in the framework of the Supreme Council.
      3- Promotion of IRI to a cyber-power in alignment with the world efficient powers; and having practical innovation, and interaction with other countries in order to form the provisions related to cyberspace in the world, with a fair and ethical approach.
      4- Comprehensive national endeavor, and serious investment in developing various technologies and highly advanced and comparative industries, particularly through creating new academic fields, and training human capitals who are committed, technical, efficient and required in the hardware, software, content and service sections, and in the whole dimensions of cyberspace specifically in Iran sixth development plan.
      5- Expedite in setting up the national network for information, posterior to the approval of its plan in the Supreme Council; and the continuous and efficient supervision of the National Center over the procedures of setting up and operating of that.
      6- Specific attempt in comprehensive safe and soundness of the country’s cyberspace, and also protecting the majority’s privacy and efficient apposition with the alien’s infiltration in this arena.
      7- Promotion of norms, values and Iranian- Islamic life style; preventing breaches and socio-cultural damages in this arena; efficient confrontation with comprehensive cultural invasion, and also promotion of the society’s culture of use and the literacy required for cyberspace.
      8- Achieving a position and a proper share for knowledge-based economy in cyberspace in the framework of Iran’s policies of resistance economy, and thorough planning for improving the conditions of businesses related to the cyberspaces, and making use of opportunities for job making, and content, service and business enrichment in this arena.
      9- Development of content and services which are efficient, comparative and complied with Iranian- Islamic culture in whole fields of society, and also attracting public partnerships, and applying capacities of private section for this field.
      10- Codification and approval of security, legal, judicial and police systems which are required in the cyberspace. The arrangement of the legal and natural members of the Supreme Council for Cyberspace would be asserted as follows for the new period:

      The legal members of the Council are: President (head of the Supreme Council) Speaker of the Parliament, head of the Judicial System, head of the Islamic Republic of Iran Broadcasting, secretory of Supreme Council and head of the Center, Attorney-General of Iran, the Minister of Information and Communications Technology, the Minister of Culture and Islamic Guidance, the Minster of Science, Research and Technology, The Minister of State Security, the Minister of education, the Minister of Defense and Armed Forces Logistics, the Vice-President for Science and Technology, the head of Iranian Parliament Committee on Culture, the head of Islamic Publicity Organization, commander of the Iranian Revolutionary Guard Corps, the chief commander of Law Enforcement Force of Islamic Republic of Iran.

      Also the natural members are: Messrs. Dr. Hamid Shahriari, Dr. Saeedreza Ameli, Dr. Reza Taghipour, Dr. Mahdi A. Bahabadi, Masoud Aboutalebi, Dr. Kamyar Saghafi, Dr. Rasoul Jalili, and Ezatollah Zarghami. For whom I wish ever-increasing success.
